Abstract

This This research is aimed to describe social companion profiles; identifying social companion qualifications and the amount of incentives received per month; describing competences of the social companion; describing the development of social companion competence standards, and formulating standard hypothetical models of social companion on the base of social work systems. The research was conducted in five locations involving 150 respondents that were determined by proportional random sampling technique and a number of informants that were determined purposively. The data are collected through questionnaires, in-depth interviews, FGD and documents. The data are then analyzed quantitatively and qualitatively, which are both used simultaneously. The results of the study indicate that: 1) The majority of female companions are in the range of productive age, in married status, relatively well educated, coming from the local area and on average accompanying 48 PMKS, 2) From companion qualification, only 28 percent of social companions are qualified as professional social workers, the majority of companions (as many as 67 percent) have never attended the training of consolidation as social companions, and 75.33 percent of social companions received incentives of less than Rp. 500.000, - per month. Many companions function to accompany several PMKS programs and because of the littleamount of the incentive they received, consequently they are less focused and their performance is less optimal; 3). Based on testing of contract model of social companion competence with confirmatory factor analysis (CFA) technique, it can be concluded that the competence of social companion was successfully reflected by certain knowledge, skill and values /attitude variable. Among the three variables tested, the factor content of the skill variable is merely the highest in forming competence; 4) The recruitment system of companions is identified in three ways, namely: a) direct recruitment system; b) election system; c) appointment system; 5) Developing social companion standard on the base of social work system, can be created by optimizing various components in the system including recruitment system, human resource management system, intervention system and training system. This research recommends that it is urgently needed to decide the relatedlegislation to national standard of social companion so that the position of the companion is growing stronger and its competence is standardized; it is necessary to increase the competence of social companion, either through formal and nonformal education channels and it is also necessary to apply a hypothetical model of development of social companion standards based on the social work system as proposed.

Abstract

This study is aimed to determine the role of Social Service Office in the implementation of National Health Insurance System (JKN) for recipients of contribution subsidy (PBI) including the aspects of membership determination, poverty criteria, verification, validation, and implementation obstacles. It was an observational study with cross sectional design, which was conducted in Blitar and Malang City in 2015. The data were collected by conducting in-depth interviews and focus group discussion with the authorities of Social Service Office, City Health Office and BPJS and also with secondary data on membership and policy documents investigation. Social Service Offices in Blitar city and Malang city have conducted the updating of the membership of central PBI based on the Integrated Data Base of Social Protection Program (PPLS) in 2011. Blitar Social Service Office had not completed the verification and validation processes for local PBI participantsyet. In 2014 Malang Social Service Office only legalized the result of the verification activity. In 2015 Malang Health Office conducted the validation and the Social Service Office also participated in. The verification and validation process of central PBI was conducted by Social Service Office and by Sub-district Social Welfare workers, assisted by social worker community (in Blitar City) and the village team (in Malang City). The obstacles in conducting verification and validation for central PBI are the limited allocation of district budget (APBD) and the limited number of human resources in theSocial Service Office to get the society poverty data. It is needed the extended role of the Social Services Office, that does not lay only on the verification and validation of the center PBI but also on that of local District PBI.

This fact is concluded based on the results of the research on some farmers in Sendang Mulyo Village, Minggir Subdistrict, Sleman Regency. As an effort to overcome the difficulties of life and to improve social welfare, they make an alternative off farm job. The research on Striving for Life Welfare research, Poor Farmers Off farm activity in Rural Areas is aimed to identify the reasons of farmers in choosing off farm work, and to describe off farm work contributions to family welfare. Data collection drawn from informants was carried out purposively to 30 farmers who have off farm work. The data isanalyzed in qualitative descriptive technique. The results of the research show that off-farm job selection is largely not only because of the high burden of family economy that is not proportional to the level of family income, but it has also created economic and psychological pressure. This study describes the strategy of fulfilling the children educational needs of Indonesian Migrant Workers (TKI) in the country-to-country border areas. The research was conducted in Sebatik Tengah sub-district, a border area facingdirectly to Malaysia. The strategy of fulfilling the children educational needs of TKI is both beneficial either for parents who work as TKI and for local government policy makers in formulating programs to meet the educational needs of children. This study used a qualitative approach and was based on inductive pattern of thinking. The qualitative approach emphasized more on the meaning rather than that of generalization, data was collected through observation, interview, and documentation techniques. Data was analyzed descriptively and qualitatively. The results showed that there were three strategies of fulfilling the children educational needs of Indonesian Workers (TKI) in the border areas of Sebatik Tengah sub-districts, namely the strategy of fulfilling the needs of institution-base education, of family-base, and that ofcommunity-base. These three strategies can provide the services for Indonesian Workers (TKI) children in fulfilling their educational needs.
